Treat Your ELVES Properly: End of Life Vehicles

On 8 June 2006, the Waste Management (End-of-Life Vehicles) Regulations 2006 came into operation. From 1 November 2006, producers were obliged to set up a national system for collection of end of life vehicles (Elves) for which they are responsible. Typically, an end of life vehicle will be a passenger car or a light commercial van that the registered owner wishes to dispose of as waste. Producers must set up authorised treatment facilities, keep records, register with the local authority and meet specified targets in relation to reuse, recovery and recycling of end of life vehicles. As part of a longer term strategy, the regulations aim to restrict the use of hazardous substances and will require new vehicles to be manufactured in a way that allows them to be reused, recovered and recycled.
